Harlan Dean Stamper, 64, of Vanceburg, passed away Wednesday, February 25, 2026, at the University of Kentucky Medical Center in Lexington. He was surrounded by his loving family.
Dean was born at Portsmouth, Ohio, on March 13, 1961, a son of the late Everett Stamper and Ella Mae Royster Christy.
He was a retired union carpenter with Ohio Carpenter’s Union Local No. 437 and was an active member of Portsmouth American Legion Post 23 and New Boston Eagles.
Dean was a Christian, a generous and loving man with a ready smile. He didn’t know a stranger and opened his home to all for many family and friend get-togethers. Dean was hardworking and an avid mentor to many young carpenters. He was a loving father and grandfather who adored spending time boating on the river or relaxing by his pool and koi pond.
Survivors include two daughters, Tiffany Ray of Fairbury, Illinois, and Nicole (Donnie) Porter of South Shore; a son, Elza PJ Stamper of Vanceburg; two sisters, Iola (Chris) Owens of Aberdeen, Ohio, and Rhonda (Kenny) Stamper of Garrison; six brothers, Ray (Tina) Stamper, Don (Amy) Stamper, Roger Stamper, Tim (Debbie) Stamper, Joe (Darlene) Stamper and Randy Stamper, all of Garrison; seven grandchildren, Christopher, Alton, Colton, Clayton, Spencer, Keia, and Scarlet; and a special friend, Julie Pence. Many other family members and friends also survive and will sadly miss him.
In addition to his parents, he was preceded in death by a son, Steven Dean Stamper, and a son-in-law, Eric Ray.
Services will be at 1:00 p.m. Saturday, February 28, 2026, at Globe Family Funeral Chapel, 103 Dudley Avenue, Garrison, with Bro. John Stamper officiating. Burial will follow in Crystal Dawn Cemetery at Garrison.
Friends may visit after 11:30 a.m. Saturday, February 28, 2026, at Globe Family Funeral Chapel at Garrison.
Pallbearers will be Brandon Stamper, Brad Duncan, Cody Stamper, Tyler Stamper, Cory Stamper, and Chris Owens.
