Vanceburg City Council postponed a decision on a proposal by Mayor Matt Ginn to increase payroll taxes for those who earn their living, or at least a portion of it, inside the city limits.

Council convened in a special session Monday evening to have the second reading of the proposed budget ordinance that includes projected revenues based on a 50 percent increase in payroll taxes.
