Jesse was born May 30, 1954, at Vanceburg, a son of the late Thelma Maxine King Polley.
Jesse was a retired machinist and a 1972 graduate of Lewis County High School.
Jesse was raised in the Christian Baptist church and loved the Lord. He loved having his grandchildren close and took every opportunity to stay up to date on all their activities. Jesse really enjoyed sports and was a loyal Kentucky Wildcat fan for both basketball and football, even convincing his Ohio grandchildren to cheer for Kentucky.
