Pedestrian dies after being struck by vehicle

The Lewis County Sheriff’s Office is investigating the death of a pedestrian early Tuesday morning (April 30, 2019) after she was struck by a motor vehicle on KY 8 at St. Paul.

Sheriff Johnny Bivens says the pedestrian has been identified as Tabitha Skaggs McNeely, 32, of Portsmouth, Ohio.

Bivens said McNeely was reportedly walking west on KY 8 near Scaffold Lick Road when she was struck by a westbound Honda Accord operated by Melinda Tackett, 28, of Garrison.

He said the incident happened about 4:30 a.m. Tuesday.

McNeely was taken to Southern Ohio Medical Center in Portsmouth, Ohio, where she was pronounced dead.

Bivens is continuing the investigation into the incident.

Assisting at the scene were Deputy Gary Erwin, Firebrick Fire and Rescue, Garrison Fire and Rescue, and Portsmouth Ambulance.
